Tall and narrow are different things. Plan for 1k pops if you want to have a chance during endgame. Only research ringworlds seem tall in this game. Maybe an ecumenopolis. A size 35 waterworld is not tall. Convert it to ecumenopolis and we tall-k again :D. I thought "tall" basically meant "small and efficient".
